In this period of pandemic, where workers in the field have been particularly put to the test, the CGT Santé Action Sociale is calling for strong financial and organizational measures.
A salary increase
The salary increases announced last year during the Ségur de la Santé were deemed “insufficient” by the trade unions in the sector, recalling that France is still lagging behind on the remuneration of health professionals at European level. .
According to OECD health statistics in 2019, France ranked 28e rank out of 33 developed countries on hospital nurse salary compared to national average salary. The latter were paid 6% less than the average worker in France two years ago.
A reduction in working time and an effort on pensions
Fixed at 35 hours per week in a decree dating from January 2002, working time in the hospital public service has not ceased to be debated in recent years, well before the crisis situation experienced in French hospitals with the pandemic.
On December 14, the CGT Santé Action Sociale made a request to reduce the weekly working time to 32 hours for each member of the hospital staff. This solution would make it possible to set up greater turnover among all workers and would encourage hiring in this sector, which is currently in strong demand for labor.
On the other hand, the trade union organization called for taking into account the arduousness of jobs in the hospital world in the calculation of pensions in order to obtain a more representative gratuity at the end of the career of the difficult work carried out in the field.
More resources available
In his 2021 edition of the book “Health establishments”, the Directorate of Research, Studies, Evaluation and Statistics (DREES) said that the number of hospital beds fell from 468,000 in 2003 to 393,000 in 2019, a decrease of 16%, amounted to 75,000 fewer beds in sixteen years.
The CGT Santé Action Sociale, in its call to strike formulated on December 14, 2020 for a protest movement planned for Tuesday, criticized the future Social Security Financing Law 2022, which plans to make “millions of euros in savings on the Hospital (…) with bed closures and job cuts”.
Recognition of Covid as an occupational disease
The union organization also deplored an announcement made by the government which did not materialize. Due to the epidemic situation, all caregivers with Covid-19 had to obtain recognition of the virus as an occupational disease.
However, only personnel placed under respiratory assistance are currently recognized as such, which according to them represents 1% of the total sector due to the less dangerous nature of the Omicron variant. The CGT Santé Action Sociale therefore intends to include all contaminated personnel in this system, as was originally planned by the government.
