Crack in Paris: a meeting this Tuesday to find a lasting solution to support drug addicts

In the Stalingrad district, at the Jardins d’Eole, Porte de La Villette: crack users continue to be moved to the north-east of Paris, without a lasting solution being found to supervise them. While the town hall of Paris opposed a 3rd transfer in nine months, a meeting must bring together today the various actors of the crack plan in order to relaunch the reflection.

This steering committee is convened by the regional prefecture (Prif) and should facilitate dialogue between the town hall, the Regional Health Agency (ARS) and the police headquarters. The issues of accommodation and support for crack users in places of care and rest should be at the heart of the discussions.

The care of these hundreds of drug addicts had not been discussed since September when, on Tuesday January 25, the prefect of police of Paris, Didier Lallement, indicated that he wanted to move them again, from Square Forceval to the 12th arrondissement of the city. . It was a question of installing crack users on a parcel of the SNCF, after “laying a secure fence”.

A project canceled the following Friday, due to general opposition from elected officials in Paris and Val-de-Marne, on the left and on the right. In a press release, the police headquarters particularly pointed to the responsibility of the town hall of Paris in the abandonment of this transfer, evoking its “virulent opposition” and regretting that the municipality “(had) refused to make the slightest proposal”.

25 million euros already mobilized

The document underlines the consequences of this abandonment on the daily life of the residents of the Porte de la Villette, who will not be “relieved” of the nuisances linked to the proximity of drug addicts and must “now expect a long occupation of the space public in the square”. The prefecture insists: “it is an illusion to try to make them believe that quick and simple solutions are possible to allow these people to treat themselves and reintegrate”.

Remarks which, according to Emmanuel Grégoire, first deputy (PS) of the mayor of Paris, are a matter of “big manipulation”. He is supported in this sense by Anne Souyris, health assistant (EELV), who sees this as a “political coup to return the ball to our camp by proposing the worst”. Everyone nevertheless agrees on the fact that the situation requires a more lasting response than what has been proposed so far.

Between 2019 and 2022, 25 million euros, instead of the 9 million planned, have already been mobilized to house 450 drug addicts, without however managing to put an end to their wandering in a sustainable way. This Tuesday, February 1, the actors of the crack plan will therefore have the heavy task of finding a solution.

Among the reception options considered are the Addiction Care Stops (HSA), nicknamed “shooting rooms” by their opponents, but also the track of “hospital rights of way”. In particular defended by Emmanuel Grégoire and François Dagnaud, PS mayor of the 19th arrondissement of Paris, this last alternative would consist in “requisitioning vacant establishments in hospitals” in order to install crack users there.
