Orpea scandal. Ehpad: a “skyrocket” in reports of abuse to 3977

As a primer for the release of speech. Since the release of the book “Les Fossoyeurs” on the Ehpad of the Orpea group, the telephone platform of 3977 has recorded “a skyrocketing” of reports of abuse, explains its president. This national number is dedicated to reporting abuse of the elderly and adults with disabilities.

Echoing the dysfunctions recounted by journalist Victor Castanet, the calls received by the listeners of 3977 evoke the fate of a mother who has lost a lot of weight, of a wife who died after severe malnutrition or of a resident who is seriously dependent on the toilet is done in eight minutes flat.

50 reports per day

“There is a sharp increase: from 20 to 30 daily reports a fortnight ago, we have gone to 50”, notes Pierre Czernichow, the president of the 3977 Federation, who manages the telephone line made up of a national platform and of departmental relays. “It’s a movement sparked by current events” and it is better to wait before talking about a real “liberation of speech”, which can only be measured on “a more significant time scale”, insists- he.

“A tiny fraction of situations of abuse are reported”, less than 5% according to an estimate by the World Health Organization (WHO). But “there is a general context that makes tongues loosen. We see it in violence against women or incest”.

In 2021, the 3977 opened 1,892 files for reports of abuse in nursing homes. This represented more than one in four alerts received (27% for a total of 6,688) and an increase of 37% compared to 2020. The elderly are the main victims of the situations described on the telephone (73%). People with disabilities were the subject of 1,800 alerts, a spectacular increase of 56% over one year.

Psychological abuse, related to care, neglect…

Pierre Czenichow recalls, however, that the year 2020 was marked by a stagnation of reports in the context of the Covid-19 epidemic. While “the confinement phases are well identified as favoring abuse, in particular at home”, in nursing homes, residents have been cut off from their loved ones. However, “families are mainly at the origin of the reports”, explains the president of 3977, for whom the sharp increase observed in 2021 may include “a part of catching up”.

Another noteworthy fact is that the reports concern establishments of all types, whether private for profit, public or non-profit. “With this skyrocketing of alerts observed in recent days, it has been proven that there is not only Orpea in life”, summarizes Pierre Czernichow.

The types of abuse most often incriminated are psychological abuse, abuse related to care, negligence and restriction of rights. Admittedly limited in number, alerts for sexual violence have more than doubled (104 in 2021 compared to 42 in 2020).

For Pierre Czernichow, it is the Ehpad model that must be questioned with its “critical mass” indicators, its “profitability” thresholds and its “accounting” logic, but also “the lack of attractiveness, resources and recognition old-age professions.

The national number 3977 is accessible Monday to Friday from 9 a.m. to 7 p.m. and Saturday and Sunday from 9 a.m. to 1 p.m. and from 2 p.m. to 7 p.m.
